La Estrella de El Paso is the only full-service immigration legal aid clinic serving low-income immigrants and refugees residing in the southwestern United States. A ministry of the Catholic Diocese of El Paso, DMRS began providing legal services in 1987 to Central and South America refugees fleeing their war-torn countries and undocumented immigrants needing legal assistance resulting from the passage of the Immigration Reform and Control Act or 1986, which offered legal resident status to undocumented immigrants and agricultural workers within the United States.
