Started as a mission of St. Pius X in 1966 and was decreed a parish in the Diocese of El Paso on August 15, 1967 by the Most Rev. Bishop S.M. Metzger. The first baptism took place in this parish on October 1, 1967; and the first wedding was on August 26, 1967. Fr. Richard J. Arlt was appointed the first pastor of St. Raphael parish on December 1, 1967
